RUSS FEINGOLD SAYS “SUCCESS” WHILE BAN-KI-MOON SAYS “FAILURE!”
My fellow Americans: Whether we know it or not, our country, the USA, still is and has been, even since before World War I of 1914-1918, the Superpower of the World. Even during the Cold War, when USSR and we were racing to build bombs to blow up the whole earth, America still was more popular and the place to be. Therefore, whether we American citizens like it or not, whether we are aware of it or not, when human blood is spilled somewhere in the world where our American government is on the wrong side, we, Americans, are blamed. Likewise, when Peace is brought somewhere in the world or when atrocities or horrors are stopped somewhere in the world with our American government playing a part in stopping them, the flowers celebrating this peace or the end of these horrors are also shared by all Americans. Again, whether we, the American citizens, like it or not or whether we are aware of it or not.
These Congolese are slaughtered by Kagame, Museveni, and Kabila in DRC, not in Rwanda
Let me introduce you to the HORRORS that are seldom spoken about and are never mentioned during the “State of the Union” addresses of US presidents since Bill Clinton; horrors that the American government under Bill Clinton was part of triggering them; horrors that have claimed more human lives since World War II with estimates going from 8 to over 10 million lives; horrors that started in Rwanda (1990-1995) then have continued unabated in the huge Congo-Zaire (DRC) from 1996 until now.
Every American MUST become acquainted with these horrors, because, as we claim God and country, God sees and knows about them, so we, “country”, should know about them for ourselves (“My people perish for lack of knowledge”). The best way to know about these horrors is to watch these two short videos: Rwanda, the Untold Story and Crisis in the Congo, Uncovering the Truth. For your information, the second video, “Crisis in the Congo” was done before “the Untold Story” and, therefore, does not contain more evidence.
Now then, let us look at the efforts of our American President, Barack Obama, who showed intentions to end these horrors since he was a Senator when he sponsored a bill in Congress that passed and was signed into Law 109-456 by President George W. Bush in 2006. Let’s look at President Obama’s latest efforts to bring an end to these horrors.
The last attempt by President Obama to end these horrors was to appoint former Senator Russ Feingold as a full time Special Envoy to the African Great Lakes and the DRC. Now, after 18 months, he’s leaving the post with NO end to these horrors. Yet, he’s claiming “success” while, at the same time, the UN General Secretary, Ban ki Moon is reporting “failure”.

Former US Senator Russ Feingold (who we’ve met with and spoken to) gave, this past February 24, 2015, his final speech (sort of his final “Report”) on his assignment as Special Envoy.
As an American citizen of Congolese origin who’s been engaged in ending the Congo horrors since 2000 when I wrote my book, Genocide in the Congo (when the toll of slaughtered Congolese was 1.7 million), I am incensed and saddened by Senator Feingold’s speech because, with all that is known today, as you saw yourself in the two videos above, he spoke as if during the “15 trips” he said he took to Africa, he was meeting and talking only to the very criminals who’ve been slaughtering and gang raping the Congolese instead of speaking to the Congolese victims.
[Remember that when Senator Feingold got this job, women were being gang raped in the Congo and millions of Congolese had been killed. For instance, he had read the article in the New York Times that spoke about how Paul Kagame and Joseph Kabila had tried to kill Dr. Denis Mukwege because he had been saving Congolese women instead of letting them die. He had read the other article in the New York Times about the killing fields in DRC being worse than Hitler’s. Now, what did Senator Feingold do to remove these two criminals?]
Now, as I do not know how our State Department works and how sophisticated are our Intelligence agencies, I was still flabbergasted listening to Senator Feingold saying that he’s been taking advice from and thanking the very people who worked with Bill Clinton when they helped Paul Kagame trigger the Rwandan Genocide and then shut off or fired even UN leaders and investigators when they uncovered the evidence that Kagame was responsible for murdering two heads of state and for launching the Rwandan mass slaughters, then helped Kagame invade the Congo and install, as president of Congo-Zaire, a young intelligence officer (who took on a Congolese name during the invasion of Zaire) from his mono-ethnic Rwandan Tutsi army. Couldn’t Senator Feingold work independently with Americans who had had the courage to denounce the ROOT CAUSES of the Congolese nightmare which includes the Bill Clinton administration???
In his speech, Senator Feingold speaks of success:
>>“we have successfully broadened U.S. engagement with the Africa Great Lakes region.” [What kind of accomplishment is this? Senator Feingold was sent to stop the slaughtering and gang raping of Congolese (I was in the Hall of the Security Council when the new Secretary of State John Kerry introduced you and said that this was going to be your mandate) : you find the killers and those who sponsor them and you STOP THEM AND BRING THEM TO JUSTICE! What is this “engagement” nonsense? Imagine, Senator Feingold, if the Allies in World War II, instead of going to war against Adolf Hitler and the Nazis, had gone to Berlin to negotiate and beg for “engagement” with Hitler as you did the last 18 months with the killers of the Congolese and their masters and sponsors, the Hitler-Trio of Kagame, Museveni, and Kabila/Kanambe, or maybe you haven’t read the UN Mapping Report of 10/1/2010?)
>>“The military defeat of M23.” (But, then, Kagame and Kabila assassinated the two Congolese military leaders, Colonel Mamadou Ndala and General Bahuma who defeated the Rwandans of M23. What did Senator Feingold do about this? In fact, Kagame and Kabila are so emboldened by your failure to impress or even affect them that they refused MONUSCO’s request that the 2 criminal officers, who are Rwandan Tutsis with Congolese names and uniforms (in case you didn’t know), do not lead the efforts to pursue FDLR. In other words, while they go about killing Congolese, MONUSCO cannot even witness what is going on, and, all they will do is put out false reports that FDLR is defeated without any evidence while Congolese will still continue to die and to be gang raped).
>>“The political resolution of the M23 rebellion…” (Didn’t Senator Feingold read America’s and UN’s reports that M23 was made of Rwandans who were recruited, armed, and trained in Rwanda and that General James Kabarebe was the one who was in charge of this group? What “political resolution, and how can America be duped by Kagame, Kabila, and Museveni as if America knows no “logic”?”
>>“DDR (disarmament, demobilization, and reintegration of M23)…” (How can Rwandans who were recruited, armed, and trained in Rwanda be reintegrated in the Congolese army? Senator Feingold couldn’t see something odd with this, as odd as a Rwandan Tutsi and former intelligence officer in Kagame’s army becoming president of the DRC? Honore Ngbanda, the former Congolese spy chief under Mobutu has just released an investigative report in which he details Rwanda’s infiltration in all DRC institutions and Kagame’s installation of a “parallel government” of Rwandan Tutsis led by “Joseph Kabila”in Kinshasa which actually makes decisions for the running of the DRC. These infiltrations have been going on since 2001 and both Kagame and Kabila have been using the so-called “accords”, “frameworks”, and DDR’s in order to infiltrate and insert in the Congolese army, intelligence agencies and security apparatus Rwandan soldiers and agents in order to systematically control and rule over the Congolese while killing any potential Congolese who could challenge this occupation. Meanwhile, Kagame and Kabila have been playing America and the UN for fools, or is it that America and the UN know this and are dandy with the slaughter and the gang rape of Congolese. Warning: do not let those Rwandans who are in the US government and agencies passing for “Congolese” with Congolese identities do the translation of Ngbanda’s document; because, they will mistranslate and lie to you and this is how and why America hasn’t been able to end these atrocities because these Rwandan infiltrates mislead the US government and effectively eschew US policy to disregard the Congo genocide and the gang rapes and occupation of the DRC by Rwanda while defending and promoting Rwanda’s and Kagame’s “accomplishments” ( imagine if the Allies had touted Hitler’s industrial accomplishments in Germany as reason not to go to war against the Nazis for their occupation of other countries and the holocaust – just like Rwanda and Uganda have occupied the DRC and have killed more Congolese than the dead during the holocaust).

No armed group, especially one with a list of committed atrocities, as long as that of the FDLR, should be comfortable.” (Has Senator Feingold read the UN Mapping Report of 10/1/2010 and seen the “list of committed atrocities” that Kagame, Museveni, and Kabila have committed in the Congo and did he compare it to that of FDLR – a Rwandan group that has never attacked Rwanda even once and, actually, as Steve Hege was told, it collaborates with Rwanda in occupying eastern Congo and used as a scapegoat? Did Senator Feingold read the interview that Rwanda’s Spy Chief Patrick Karegeya gave to France’s RFI in 2014 before he was assassinated by Kagame in South Africa, in which he stated that all these groups in eastern Congo were creations of Kagame and Rwanda, including RCD, CNDP, M23, etc. and that their leaders who answer to Kagame were Rwandans who are given Congolese identities, such as Nkunda Batware, Mutebushi, or the Terminator Bosco Ntanganda, (add to these Joseph Kabila, Congolese name of the Rwandan Tutsi officer Hyppolite Kanambe)?
>>“We were steadfast in our position that peace in DRC demands justice and the end of impunity for war crimes and crimes against humanity including sexually and gender-based violence, and the recruitment and use of child soldiers…” (Now you’re talking, Senator Feingold and this was your main assignment. So, what did you do about the “trifecta” of Kagame, Museveni, and Kabila who are the ones who have been enjoying this unheard of IMPUNITY since they are the ones responsible for what you just described here? Or did you just come from Mars and do not know that Paul Kagame shot down, on April 6, 1994, the plane that was carrying 2 Heads of State, which he used to trigger the invasion of and to take over power in Rwanda, and then move on to invade the DRC where they’ve killed millions of innocent Congolese? What did you do about them? Or is it that you continue to believe, as did Bill Clinton who stopped all those investigations of Kagame and his RPF, that Kagame and co. must not pay for their crimes no matter who they kill and who they gang rape, as a former Kagame lobbyist told the French representative at the UN, “Gerard, it’s eastern Congo. If it were not the M23 killing people it would be some other armed group.”? How then can you end impunity if you continue to shield the culprits who are known even by the Congolese women who are gang raped? Oh, I see. When you go to eastern Congo, Kagame and Kabila have enough sense to take you to see the gorillas instead of letting you see their crimes or letting you speak to their Congolese victims).

They still occupy it and they’ve been gang raping Congolese little girls as a weapon of war. So, what “conflict” you are talking about? The Congolese aren’t fighting against anyone. Don’t you know that “Joseph Kabila” works for and with Paul Kagame and Yoweri Museveni, and, together they continue to occupy, to kill, to gang rape, and to rob DRC’s resources? How many Rwandans or Ugandans have been killed by Congolese since 1996, Senator Feingold? What would it take for you and yours to get rid of this trio and stop the slaughter of Congolese, or that the Congolese lives DO NOT matter to you and yours???)
“These meetings address the question of the Rwandan refugees in the DRC, as well as that of Congolese Tutsi refugees in Rwanda… (Senator Feingold, this is, as Vice-President Biden would say, “pure malarkey!” cooked up by the Rwandan lying machine and you’ve swallowed it like a chicken swallowing a grain of rice. Ask the Germans who colonized Rwanda or the Belgians who colonized the Congo and they will tell you that you’ve been played the FOOL by believing Kagame’s lies about “Rwandan refugees in the DRC” or “Congolese Tutsi refugees in Rwanda”. No such “refugees” exist because the Congolese populations from 1884 to 1997 have never included native populations of Hutus or Tutsis, who are native only to Rwanda and Burundi. Please, check your colonial history, and not the lies that Kagame put in the COR document that American officials have been using without checking its historical accuracy. These are ploys intended for Rwanda to send fraudulently its people to the US as Congolese and to populate Congo’s territory where they’ve ethnically cleansed Congolese populations so they can eventually annex Congolese land. Same thing with Congolese “citizenship” for Rwandan Tutsis and Hutus, or “discrimination” of Rwandans in DRC, etc. – We have filed a complaint with the Justice Department – but all you have to do is consult with the Belgians and the Germans instead of being made a fool by these criminals – ).
Now, Senator Feingold, I do not hold you totally responsible for your failure to achieve the mission you were given. You, like all of us, both Americans and Congolese, had been victimized by the Rwandan cultural trait of “Manipulative Lying” or “Ubwenge” that is still being used by the trio Kagame, Kabila, and Museveni on everyone. I just published an article on this “weapon”, Ubwenge, that has been effectively used by Kagame and that is “proper to the Mutusi” and to Rwandans in general. Unless you, President Obama, Secretary of State John Kerry, even Bill Clinton and those who worked with him in support of Paul Kagame’s criminal policies, unless all of us Americans and the rest of the world become informed about this Rwandan cultural trait called Ubwenge, the horrors in the Congo will not end and the American government would not identify the tens of thousands of Rwandans who have received asylum in the US and many have infiltrated all American institutions and government masquerading as “Congolese”, working as spies and agents for Kagame’s Rwanda.

The United Nations General Secretary, the Korean Mr. Ban Ki-Moon, sees nothing but failure in the African Great Lakes and in DRC, unlike Senator Feingold.
Mr. Ban ki Moon investigative report’s conclusion is that
“…the region is in no better position for peace and stability than it was two years ago after the signing of the Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the region…”
“The lack of meaningful progress in the FDLR disarmament, the slow progress in the repatriation of ex-M23 combatants cantoned in Rwanda and Uganda, delays in the overall implementation of the Nairobi Declarations, persisting mistrust between some leaders of the region, and the trend of disengagement of some signatories are testing the viability of the PSC Framework and delaying its effective implementation.”
In paragraph 70 of the leaked report, Secretary Moon advises:
“I urge all governments of the Great Lakes region to stand together and remain committed to cooperating to end the threat posed by all armed groups, and to bring perpetrators to justice before appropriate courts of law, whether through prosecution, extradition, surrender or transfer. This will play a key role in building confidence in the region, breaking the cycles of violence, and achieving a lasting peace.”
Secretary Moon displays here the effects of Kagame’s modus operandi, Ubwenge, in that and unless Mr. Moon is just not being honest, the UN has, beside the UN Mapping Report of 10/1/2010, numerous investigative reports that clearly present the evidence that all these groups in eastern Congo are sponsored by two countries: Rwanda and Uganda. One. Two, Mr. Moon must be the most under- or misinformed Secretary General if he is not aware of the killings of Congolese civilians, the assassinations of three heads of state by Kagame and Kabila and the fact that Kagame, Museveni, and Kabila work together NOT to bring peace or to stop their killings of Congolese, but rather they work together to manipulatively lie to everyone while they continue to kill, gang rape, and occupy the DRC for land, for resources, and for ultimately annexation of part of eastern DRC to Rwanda and to Uganda.
So, the Secretary General of the UN, while acknowledging failure, should speak with President Obama for them to decide whether they REALLY want to stop the horrors in the Congo and the gang raping of little tiny girls. Speak with Mr. Honore Ngbanda instead of your experts who are either in Kagame’s pockets or victimized by Ubwenge. Otherwise, this trio is going to continue to use Ubwenge until President Obama leaves office (this is why they “agreed” to hold DRC elections in November 2016 instead of September, as prescribed by the DRC constitution. This way, if they keep Kabila as president then, it’d be just a couple of months before Obama leaves office and, voila! as the French say, their Ubwenge defeats Obama’s determination).
This trio responsible for millions dead in Rwanda and DRC has been able to fool everyone for 18 years using Rwanda’s Ubwenge that they really want peace in DRC. Only victims of Ubwenge believe them when they’ve made blood-billions in DRC on the dead bodies on over 8 million innocent Congolese
Simple logic will tell anyone with only a high school degree that if in a place people have been dying and being gang raped for more than 18 years and those in charge over there are still in charge (Kagame. Museveni, Kabila), then they must be either accomplices in these crimes or plain incompetent. Do our American “diplomats” lack this logic?
